Certification Program

K9Assistance certifies bona fide Assistance Dogs trained by organisations accredited by Assistance Dogs International (ADI) or the International Guide Dog Federation (IGDF) . These global standards ensure that every certified Assistance Dog team working on the ground meets strict requirements for safety, behaviour reliability and ethical training.
Certification of Assistance Dogs in Singapore
At present, only Seeing Eye Dogs for people who are blind or vision impaired have full public access in Singapore. This includes public transport, food establishments, shopping malls, hospitals and other public premises.

HDB & MUIS Guidelines
The Housing and Development Board ( HDB) and the Majlis Ugama Islam Singapura (MUIS) have updated their guidelines to recognise Mobility Assistance Dogs and Hearing Dogs, in addition to Seeing Eye Dogs, within their respective domains. Other regulatory agencies, including the Land Transport Authority ( LTA) and the Singapore Food Agency (SFA) , are currently reviewing and aligning their guidelines.
Until these reviews are completed, full public access for Mobility Assistance Dogs and Hearing Dogs is not yet available.
K9Assistance's ongoing efforts
K9Assistance is leading national conversations with the Land Transport Authority, the Singapore Food Agency and other stake holders to support broader policy shifts that recognise certified Assistance Dogs across disability types.
Our aim is to establish clear, consistent and inclusive access pathways so that every certified Assistance Dog team can move safely and independently in the community.
Verify an Assistance Dog Team!


K9Assistance is committed to maintaining a registry of bona fide Assistance Dogs who are actively working. You may request to sight the K9Assistance AD Team Identification Card, and verify its validity by clicking here.
Renew / Apply for K9Assistance AD Team Identification Card
K9Assistance will issue a K9Assistance AD Team Identification Card to Assistance Dog teams who were trained by an accredited Assistance Dog school, have a certified Mobility, Hearing or Vision disability, and who have passed the Assistance Dogs Etiquette Test, and Public Access Test which tests the handler’s ability to control and use the Assistance Dog effectively and appropriately.
The issuance and renewal of the Card shall be also subject to the health condition of both the Handler and the Assistance Dog.

For Assistance Dogs that K9Assistance places, the application will be completed by K9Assistance after graduation. Our Client Services Team will reach out at the appropriate time for Public Access Test and card renewal.

Do note that you would have to provide supporting documentation, as well as complete an Assistance Dogs Etiquette Test, and Public Access Test.
Letter of Certification


If you are visiting Singapore with your Assistance Dog, K9Assistance would love to welcome you and your Assistance Dog to Singapore.
We can provide a Letter of Certification for the authenticity of your accredited Assistance Dog if it meets the requirements.
